The Most Influential Man in Rancho Cucamonga

Note:  No Kill NOW credits City Manager, Jack Lam, for being the single greatest influence in making sweeping reform in the City's animal shelter system. Lam was instrumental in uniting factions within the City Council to bring about a unanimous vote to terminate the County as shelter administrator and to hire a consultant to transition to a no-kill shelter.
